DRC, M23 Rebels Strike Ceasefire Monitoring Agreement in Qatar

(MENAFN) The Democratic Republic of Congo and the AFC/M23 rebel faction have finalized monitoring terms for their fragile truce following diplomatic negotiations in Doha, according to an announcement from the Qatari Foreign Ministry.

Late Monday, the ministry confirmed the breakthrough came through the Ceasefire Oversight and Verification Mechanism—a framework created under Qatar-brokered peace efforts aimed at ending violence ravaging eastern Congo.

"The two parties also renewed their commitment to the ceasefire and the Doha Framework Agreement for Peace signed between them on November 15, 2025, and affirmed their determination to implement all obligations stipulated therein in good faith, in support of the peaceful process," the ministry stated.

U.S. and African Union (AU) representatives observed the proceedings, while Togo participated as the AU-designated mediator.

Personnel from the UN Stabilization Mission in the Democratic Republic of the Congo, or MONUSCO, joined officials from the International Conference on the Great Lakes Region, contributing technical guidance on truce monitoring and verification protocols, the ministry confirmed.

Delegates assessed ground conditions and emphasized implementing concrete steps to bolster oversight, verification, and intelligence-sharing systems, the statement indicated.

Discussion also centered on field mission deployment strategies, with confirmation that MONUSCO will send its inaugural team to Uvira—the eastern municipality recently reclaimed by government troops after AFC/M23 forces withdrew.

Dedicated communication networks have been activated to facilitate seamless mission operations under ceasefire provisions.

"Based on these discussions, members agreed on subsequent steps to enhance the effectiveness of the mechanism and ensure the continuation of regular meetings within its framework," the ministry said.
